Introduction:
The global economic recession
in the ‘80s had become progressively worse for developing countries in
general including Nigeria. The advents brought about the drastic reduction in
human capacity utilization and consequent outright closure of industries in the
country. Equally, other macro-economic policies of the government of the day
such as the Structural Adjustment Programme (SAP), devaluation of the naira,
privatization and commercialization of the economy failed to cater for the
employable rate of the available manpower in the country, hence the National
Directorate of Employment (NDE) was established in 1986 following a compelling
necessity for the establishment of a permanent organizational mechanism to
tackle the problem of unemployment in Nigeria.
